我国专利法实施已经四年了。据统计,在向中国专利局申请专利的发明创造中,就专利申请的数量来看,企业申请专利的比例只占国内申请总量的13.9％。我国仅城市企业就有100多万个,其中大中企业约46万个,囊括了各行各业。企业中人才济济,是发明创造的重要源泉,又是发明创造的主要实施者。如何充分调动企业运用专利制度的积极性,是目前一个亟待解决的问题。
China's patent law has been implemented for four years. According to statistics, of the inventions and inventions applied for by the Chinese Patent Office, the number of patent applications is only 13.9% of the total number of domestic applications. There are over 1 million urban enterprises in China alone, of which 460,000 are medium and large enterprises, covering all walks of life. Talents in enterprises, is an important source of inventions and inventions, but also the main implementers of inventions. How to fully mobilize the enthusiasm of the enterprises to apply the patent system is an urgent issue to be solved.
