目的:分析山东省基层医疗卫生机构综合改革财政补偿情况。方法:问卷调查2010、2011年度全省1 807所政府办基层医疗卫生机构财政补偿数据资料并进行对比分析。结果:山东省对基层医疗卫生机构财经补偿主要有5种方式,2011年实际到位补偿资金比2010年增长59.86%,在职人员经费和基本公共卫生服务补助所占比例超过70%。结论:全省多渠道的基层医疗卫生机构财政补偿机制已基本建立,政府投入大幅增加,财政补偿导向作用突出。
Objective: To analyze the financial compensation of the comprehensive reform of primary health care institutions in Shandong Province. Methods: Questionnaire survey data of financial compensation of 1 807 government-run primary health care institutions in 2010 and 2011 in the province were compared and analyzed. Results: There are mainly five kinds of financial compensation for primary health care institutions in Shandong Province. In 2011, the actual compensation funds in place increased by 59.86% compared with that in 2010, and the proportion of in-service staff and basic public health service subsidies exceeded 70%. Conclusion: The financial compensation mechanism of multi-channel primary health care institutions across the province has been basically established, with a substantial increase in government investment and a prominent role in financial compensation.
