公费医疗是涉及广大职工干部的切身利益的大事情,管松了容易造成资金浪费,管紧了容易使享受者有意见。从1992年3月份起,我市公费医疗进行了大胆的改革,采取了个人、单位、国家都承担一部分的原则,由市公医办统管,定额承包到医院,超支个人、单位与责任医院均承担一部分,财政承担大部分的原则,增加了医院加强管理的责任心,增强了享受单位的经费管理的意识,同时也加强了享受个人的费用意识,在一定时间内起到一定的作用。但是并没有根本控制经费的上涨,1993年人均费用是1991年的2.5倍,是1992年的1.6倍,公费医疗经费的增长速度之快,大大超过了经济增长的速度。
