职权法定是依法行政的基本原则之一。实践中,行政机关普遍存在着对本部门拥有和行使的行政职权认识不清、越权或滥用权力、重实体轻程序、重视权力得失而忽视权力运行等诸多问题。因此,对行政职权的全面梳理和行政责任的分解是行政机关依法履行职责的前提和重要保障,也是适应政府职能转变、全面推进依法行政的一项具体工作。本调研课题主要依据《中国人民银行法》等法律、法规和部门规章,对人民银行分支机构行政职权进行了梳理和分解,并进行了初步的分析,以帮助大家正确认识和了解分支机构行政职权的基本状况,推动分支机构依法行政工作的深入开展。
