一、问题的提出 站场改造是一项综合性的复杂的施工过程,就其施工范围来讲有路基、桥涵、线路、房建、通信、信号、电力等专业,各专业施工相互配合、相互制约,甚至相互干扰。由于是既有站场的改造,是在不中断运输的条件下进行施工,因此涉及面相当广,不仅涉及到铁路的各个部门,也涉及到路外单位。障碍拆迁、保证既有设备正常使用而引起的各种过渡、工程材料的到站、施工封锁的安排等等,都是必须考虑的。整个施工过程就是一个施工和运输在各自效益上的平衡过程。如此复杂的一个综合性施工项目,必须要有一个经过与运输部门研究的完整的施工组织设计来指导各专业的施工。一个站场改造能否按期、配套、高效、优质地完成,与其施工组织设计编制的优劣有直接的关系。
