通过减持国有股来增加社会公众及其他非国有经济成分持股比例,主要是为了达到改善股权结构的目的,同时,尽量使产权关系明朗化,也就是股份的人格化,进而使责、权、利到位,引导企业的运行机制符合市场经济的运行轨道,通过公开竞争提高企业实力,使国民经济中的实物经济逐步壮大,最终演化成国家、企业、股市投资者“三赢”的理想局面。
