前不久,在沈阳军区装备部基层党支部书记集中“淬火”期间,笔者看到他们通过摆破解难题的“擂台”、搭建解决问题的“讲台”和构筑能力转化的“平台”等灵活多样的方法抓创新能力素质提高,折射出了部党委机关用创新方法培养创新“骨干”的思路和方法。
