1997年,是我国发展历史上具有重大意义的年份,香港将结束一个多世纪的殖民统治,回归祖国。举世瞩目的党的十五大将隆重召开。新的一年,全党全国各族人民将更紧密地团结在以江泽民同志为核心的党中央周围,把我国建设成为高度文明、富有中国特色的社会主义现代化国家,并胜利跨入21世纪,新时期给我们带来了新的发展机遇!新时代为我们各项工作提出了更高要求。我国公务员制度建设经过三年多时间,已入轨运行,平稳推进,各项人事工作围绕经济建设实现“两个调整”任重而道远。 为了建设一支高素质的国家公务员队伍,搞好人才资源整体性开发,更好地为国民经济和社会发展服务,实现跨世纪宏伟目标,在这辞旧迎新、继往开来的日子里,本刊特开辟“新年话人事”专栏,邀请部分地、州、市人事局局长谈’97人事工作思路。
