解决我国分配问题不能就分配论分配,必须根据直接原因和深层次原因,思考解决问题的基本路径。一是要确立新的思路:从我国现阶段国情出发,着眼于从深层次解决制约影响分配方式、分配制度的问题,推动经济社会等相关管理体制改革,立足于从分配制度及其相关配套改革入手,着力解决分配领域的突出矛盾,标本兼治,循序渐进,逐步理顺分配关系,促进构建和谐社会。二是要明确一条主线:针对分配领域存在的四大问题,实施“提低、扩中、调高”战略,逐步建立一套新制度,健全一套新体系,形成一个新格局。
