The heavy burden of foreign debt is one of the main reasons that impede the economic development, social progress and improvement of people’s lives in Latin American countries. In order to solve the debt problem, Latin American countries successively conducted different degrees of economic readjustments in the 1980s. However, most of their efforts have not been relieved of their debt burden yet, except for easing the debts of some countries. Take Brazil as an example. Since the debt crisis of the early 1980s, although the governments of various countries have carried out economic adjustments that sacrificed greatly, the problem of debt in Brazil not only has not been eased correspondingly but intensified on the contrary after eight years. The two basic goals pursued by the Brazilian government to ease debt and stabilize economic development have not been realized. The total foreign debt rose from 75 billion U.S. dollars in 1982 to 121 billion U.S. dollars in 1990, an increase of 61.3%; a drop in solvency led to a decline in February 1987 and July 1989
