国务院总理李克强于4月10日主持召开国务院常务会议,会上决定进一步扩大营业税改征增值税试点,明确自今年8月1日起,将交通运输业和部分现代服务业的营业税改成增值税,也就是我们最近热议的“营改增”试点在全国范围内推广。众所周知,税收管理如何适应企业的发展,促进经济内部的协调共进,进而实现整体产业布局的升级换代,是摆在后金融危机时代下的紧迫问题。因此,“营改增”的初步实施,无疑是中央以及新一届领导班子对于促进经济结构良性增长这一问题释放出的积极信号。
