理念是行动的先导,是思路的集中体现。“十三五”时期,我国经济社会发展的环境、条件、任务、要求等都发生了变化,适应新形势,就要切实贯彻创新、协调、绿色、开放、共享五大发展理念。其中,要从理论向度上深刻把握绿色发展理念,从机制创新上切实体现绿色发展理念,从实践措施上具体落实绿色发展理念,形成绿色发展的合力,推动实现经济振兴、社会健康、人民幸福、人与自然和谐。
