酝酿多年的《中华人民共和国精神卫生法》(以下简称《精神卫生法》)于2013年5月1日起正式实施后,一直是社会高度关注的焦点。这是一部旨在促进精神卫生事业发展、规范精神卫生服务、维护精神障碍患者合法权益的重要法律。据资料显示,我国目前约有严重精神障碍患者1600万,而我国的精神卫生工作总体上比较薄弱。为动员全社会关注精神卫生事业发展,2013年我国精神卫生宣传主题确定为“发展事业、规范服务、维护权益”。
The “Mental Health Law of the People’s Republic of China” (hereinafter referred to as “Mental Health Law”), which has been brewing for many years, has been the focus of great public concern ever since its formal implementation on May 1, 2013. This is an important piece of law aimed at promoting the development of mental health services, regulating mental health services and safeguarding the legitimate rights and interests of patients with mental disorders. According to the statistics, there are about 16 million patients with severe mental disorders in our country at present, and mental health work in our country as a whole is relatively weak. In order to mobilize the whole society to pay attention to the development of mental health care, the theme of mental health promotion in China in 2013 was defined as “developing career, standardizing service and safeguarding rights and interests”.
