近两年,门头沟区委立足生态涵养发展区的功能定位,提出打造旅游文化休闲主导产业、建设现代化生态新区的战略目标,推动全区进入转型发展、创新发展、跨越式发展的新阶段,这样的新形势新任务对建设一支高素质的执政骨干队伍提出了迫切的要求。为此,区委在深入调研基础上,加强对干部队伍建设的系统谋划,着力打通制约班子功能和干部作用发挥的关键环节,横向统筹抓好普通干部、科级干部和处级干部等各类干部队伍建设机制的衔接,纵向完善干部引进、退出、选任、监督等机制,有效激发了全区干部队伍的活力。
