党的十七大和十七届二中全会从我国经济社会发展战略和改革开放总体布局出发,做出了加快行政管理体制改革的重要部署,按照中央和省、市要求,自2010年开始,甘肃张掖市紧紧围绕贯彻落实科学发展观、建设人民满意政府、构建社会主义和谐社会的要求,立足张掖市情,扎实开展新一轮政府机构改革,着力解决影响和制约经济社会发展的突出矛盾和问题,推进体制机制创新和管理创新,达到了改革的预期目的。
