Shanxi Provincial Party Committee has always attached great importance to theoretical study. Especially since the Fourth Plenary Session of the 17th Central Committee of the Party, a leading group headed by the secretary of the provincial party committee has been set up to strengthen organizational leadership and methodological innovation and to promote the construction of learning party organizations. This year marks the first year of the “Twelfth Five-Year Plan” and also marks the first year for the comprehensive reform of Shanxi’s construction of a national resource-based economy. Based on the project of Shanxi Province, the theoretical study center of Shanxi Provincial Party Committee has innovated the ideas and methods and improved the institutional mechanisms.
