在组建信息网络方面,多年来形成了一种固定模式,即网络建内不建外,信息员聘内不聘外,信息刊物发内不发外,将整个信息工作限定在同一系统内的上下级间周而复始地运转。这种产生于计划经济体制下的封闭式的模式,在市场经济条件下,已不能满足各个领导阶层的多方位的需求。因此,在进一步巩固和完善以往信息框架的基础上,只有突破地区和部门以及级别的某些限制,组建覆盖面广、见效快、高速运转的立体信息网络,才能更好地为领导阶层服务。
