1935年,国民党政府开展了“国民经济建设运动”。在蒋介石授意下,由他的私人顾问端纳创办成立了国民经济研究所。该研究所的任务是:“利用调查及搜集所得之资料与统计,研究各种国民经济问题,并根据研究之结果,拟议一整个的经济政策,及促进国民经济建设运动的方案,以为政府进行经济建设之参考,同时研究并设计适合国情之各项国民经济建设计划。”国民经济研究所隶属于军事委员会资源委员会,后改隶于经济部,但始终置于蒋介石和宋美龄的直接领导下,是抗战期间具有重要作用的一家研究和智囊机构,为战时经济运作、搜集日本经济情报等作出了贡献。著名经济学家刘大钧任所长,主持业务工作,端纳为该所顾问,握有行政实权。这批刘大钧与端纳往来信函原件为英文,时间上可分为二个阶段。第一阶段是1937-1938年间,其时抗战爆发不久,刘大钧及研究所迁移到了重庆和昆明一带,但端纳未随行,而是与蒋介石在一起。这组信函一定程度上反映了研究所的工作状况,如为适应形势发展的需要,端纳和研究所还承担起对外宣传的任务等。第二阶段为1940年间,刘大钧在昆明,端纳因与蒋介石矛盾激化,于该年5月初离开重庆前往香港。在信中,刘大钧与端纳讨论了关于解散研究所的问题。最后,附录了刘大钧致国民政府财政部长的一封函件,以及国民经济研究所成立以来工作简报,充分反映了该所在极其艰苦的条件下,所进行的工作和取得的研究成果。关于国民经济研究所,以及刘大钧与端纳主持该所工作的内容,在目前的中国经济史论著中,还是一个空白点,相信这批史料的公布,会引起有关学者的极大兴趣。本辑史料有邢建榕、宋忠民翻译整理,公之于众。

Finally, an attached letter from Liu Dajun to the Minister of Finance of the National Government and a briefing note on the work since the establishment of the Institute of National Economy fully reflect the work carried out and the research results achieved under such extremely difficult conditions. As for the contents of the Institute of National Economy and the work of Liu Dajun and Dana who preside over the work, they are still a blank point in the current treatise on economic history.
