如何选择中国未来科技的突破口,有所为有所不为地重点支持一批制约国民经济与社会发展的重 大科学问题研究? 我国目前科学技术总体水平与主 要发达国家和新兴工业化国家相比还 存在较大差距,科技对经济社会发展 的支撑和引领作用有待进一步加强, 自主创新能力不足已成为国家发展面 临的突出问题。我国的经济增长仍延 续着以“高投入、高能耗、高污染、 低技术和低效益”为特征的传统经济增 长方式,资源和环境问题对我国的经济 社会发展形成了严重制约。如果不彻底 改变传统的经济增长方式,我国经济与 社会的可持续发展将难以为继。
