在军事经济与市场经济有机接轨中,建立起力度大、覆盖面广、操作性强的监控机制,对于加强部队经费物资管理,提高供应保障效益,过好紧日子,实现“保障有力”具有重要意义。据此,文章对当前部队经费物资监控现状进行了分析,并重点就建立与市场经济体制相适应的部队经费物资监控机制进行了论述。认为,当前在监控机构和组织一定的情况下,关键要解决好机制自身监控力度不够的问题。一靠科学合理的标准制度提高监控力度。二靠强化经济手段提高监控力度。三靠严格的管理责任制提高监控力度。四靠形成全方位合力提高监控力度。五靠把握好重点提高监控力度。
