嘉兴在历史上曾饱受雨水肆虐之苦。特别是1999年洪水直接造成经济损失3亿多元,充分暴露了城市防洪设施严重滞后的问题。为此,嘉兴市委、市政府痛定思痛,以前所未有的胆魄下决心建设城市防洪大包围圈。一时间,一场艰苦卓越的防洪工程建设大会战拉开,建设体制、技术和管理不断创新,成了城市防洪工程建设与管理的发展之魂。
Jiaxing has suffered from rains in history. In particular, the floods in 1999 caused economic losses of more than 300 million yuan directly, which fully exposed the serious lagging behind of urban flood control facilities. To this end, Jiaxing municipal government painful bitter experience, with an unprecedented courage determined to build urban flood control encirclement.
