2005年6月2日《中国青年报》载:大连民警在制止一起未成年人群殴事件中,偶然发现了一个“网上黑帮”——“鬼飘堂”,该帮会多次利用网络组织群殴及抢劫。300余名成员大多为十六七岁的未成年人,令人震惊。进一步调查发现,至今在全国各地类似的组织在网上约有上千个! 中国青少年研究会常务副会长郗杰英说:网络有可能成为引发青少年犯罪的新途径。青少年“网上结帮”, 极易挫败青少年和谐人格的形成,使青少年陷入“越轨亚文化”误区,以至诱发青少年犯罪。这一现象暴露出我们在社会管理和青少年思想道德教育方面的严重缺失和不足。如何净化青少年的“第四空间”,树立青少年可以亲近的榜样,加快青少年思想道德建设的法律化进
