10年来,围绕着增强医院的内部活力,实施了一系列改革措施,使部分医院获得了经济活力,但是大多数医院尤其是乡镇卫生院并没有摆脱越办越穷的困境;与此同时,社会舆论对医院收费和医德滑坡的指责却日见增多,国内对此状况进行了一些研究,但更多的是理论性探讨。本次研究从分析乡镇卫生院的收支状况入手,旨在探讨和论证乡镇卫生院越办越穷的根源,以及在这一困境下,改革措施所能起的作用和乡镇卫生院的发展危机。
