文章在探讨信息公平和信息资源配置公平问题的基础上,将基尼系数引入信息资源配置公平性评价之中,并以长春地区公共图书馆资源配置为例进行研究。通过计算图书馆机构分布和文献资源数量等7项指标的基尼系数,得出长春地区公共图书馆除机构分布均衡外其他6项指标均存在不公平现象的结论。在此基础上进一步讨论了影响信息公平性评价的各种因素。
Based on the discussion of fairness of information and the fairness of information resources allocation, this paper introduces the Gini coefficient into the evaluation of fairness of information resources allocation and takes the allocation of public libraries in Changchun as an example. By calculating the Gini coefficient of seven indicators, such as the distribution of library institutions and the number of documents, the conclusion is drawn that there are unfairness in all other six indexes in Changchun public library except the institutional distribution. On this basis, we further discuss various factors that influence the fairness evaluation of information.
