冯家山水库工程是1969年筹建,1970年正式动工兴建的。在“文化大革命”那个特殊年代里,水库灌区广大人民群众从四面八方聚集到水库工地,自力更生,艰苦奋斗,土法上马,移山筑坝,硬是凭着那么一股热情,那么一种干劲,战胜了一个个难以想象的困难和问题,仅7个月就凿通导流洞;一年10个月就把73米高的巍巍大坝竖立在大山之间;15个月就贯通地下长龙“万米隧洞”;3年8个月水库就下闸蓄水,5个月后就通水灌溉。
