According to statistics, the gap between developed and developing countries per capita GDP has expanded from 43 times in 1983 to more than 60 times that of the current one. The 1999 Human Development Report released by the United Nations Development Program shows that developed countries, which account for 20% of the world’s population, have a world gross output value of up to 86% and their share in global export markets is as high as 82%. The share of developing countries that make up more than 75% of the world’s population is only 14% and 18% respectively. The world economy is evolving, while the number of the world’s least developed countries is also on the rise. A total of 36 of the world’s least developed countries a decade ago have now risen to 48. In this regard, the situation facing the black African region is even more severe. Although the economic growth rate in Africa has been around 4% in recent years, Africa’s GDP accounts for only 1% of the world’s total and its trade accounts for only 2% of the total international trade. Actual per capita income in some countries is much lower than it was 40 years ago.
