Recently, the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Commerce jointly issued the “Guidelines for Priority Areas for High-tech Industrialization Priorities for Development” in 2004 to guide social investment and promote the accelerated development of high-tech industries. This is another important measure for the country to encourage the development of high-tech industries and promote structural upgrading after China has entered a new period of development. The 2004 “Guide” was based on the “Guidelines” in 1999 and 2001, and was produced by nearly 200 experts at home and abroad in related fields.
