国务院批转国家经委、财政部关于国营工业企业利润留成试行办法国务院一九八○年一月二十二日批转国家经委、财政部关于国营工业企业利润留成试行办法,全文如下: 国务院同意国家经委、财政部修订的《国营工业企业利润留成试行办法》,现发给你们,望在批准试点的企业中试行。各地原来按照地方自定的办法进行试点的企业,从一九八○年起,原则上都要按这个办法改过来。如果个别地区确因情况特殊,需要按自定办法试点,要报国务院批准。鉴于利润留成办法试点的时间不长,各地区、各部门一九八○年要集中力量抓好已经批准试点企业的工作,一般不要再扩大试点面。个别地区一九七九年批准试点的企业很少,需要适当增加的,要按规定报国家经委、财政部批准。扩大企业自主权是调动企业和职工社会主义积极性的一项重要措施。各地区、各部门要加强领导,采取切实措施,全面贯彻落实国务院〔1979〕175号文件关于扩大企业自主权的各项规定,扎扎实实地把试点工作做好,促进国民经济按照调整、改革、整顿、提高的方针顺利向前发展。
