党的十七大报告提出,在新的发展阶段必须坚持以邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观。这为我们指明了我国现代化建设的发展道路、发展模式和发展战略,是我们各项工作的重要指导方针。公路养建工作涉及面广、社会影响大,在工作实际中如何深刻理解、准确把握科学发展观的内涵和精神实质,运用科学发展观统领公路养建工作,对全面提升公路养护管理水平和服务能力,实现公路养护事业又好又快、全面协调可持续发展有着重大的现实意义。
