刘少奇同志在领导中国人民探索适合中国特，点的社会主义经济建设道路过程中，针对经济体制中的问题，提出了农业实行社会变革、技术改革，工业实行调整改革，国家机关实行简政放权、抓好宏观计划的方针，同时还要对工资制度、劳动制度实行改革。刘少奇这一思想不仅对中国的社会主义建设起了重要的历史性作用，对我们今天的社会主义改革，仍具有重要的指导意义。
