1923年,广州市卫生局做过一个调查:无房户每家每月的房租支出,平均要占到家庭总支出的两成。这个比重,坦白说并不算高,但是低收入阶层受不了,像人力车夫、清洁工、码头工人,每月挣的钱不多,除了糊口所剩无几,租不起房,只好在垃圾填埋场与河道旁边的空地上搭盖窝棚。当时全市有1300名清洁工,全住在卫生局给他们搭建的简易房里。这些简易房盖在国有土地上,急于变卖公地以增加收入的财政局表示不满,想把简易房里的清洁工赶出去,所占的国有土地则拿出来分批拍
