党中央关于构建社会主义和谐社会的重大决定,反映了建设富强民主文明和谐社会主义现代化同家的内在要求。人武部在构建和谐社会中,应当发挥好“五个作用”。一是在加强军政军民团结中发挥“桥梁”作用。军政军民团结是构建和谐社会的重要基础,人武部是联系部队与地方的桥梁与纽带。要坚持党管武装原则,为地方党委当好参谋和助手。要为军地之间牵线搭桥,相互帮助解决难题,协调驻军和地方单位深入开展军民共建活动,以军政军民团结促进社会和谐。
The CPC Central Committee’s major decision on building a socialist harmonious society reflects the inherent requirement of building a prosperous, strong, democratic and civilized socialist harmonious modern society. People’s armed forces should play a good role in building a harmonious society. First, we should give play to the “bridge” role in strengthening the military-civilian-military unity. Military and civilian solidarity is an important foundation for building a harmonious society. The People’s Armed Forces Department is a bridge and link connecting the military forces with the localities. We must uphold the principle of armed forces under the party control and act as good officers and assistants for the local party committees. It is necessary to match up military forces, help each other solve difficult problems, coordinate the garrison and local units to carry out the joint military and civilian construction activities, and promote the social harmony by integrating military, military and civilians.
