The 27th International Conference on Geology was held in Moscow from August 4 to 14, 1984, just as many other Earth Science conferences in recent years have included earthquake prediction as a topic. Five of the papers presented to the conference were based on the work of Soviet scientists on hydrology and geochemistry and provided some of the current Soviet insights in this relatively new area of research. Some scientists believe that hydrological and geochemical methods are very effective for short-term forecasts, while others are skeptical. About 20 years ago, the Soviet Union, Japan, China and the United States started their actual efforts to try to predict the time, place and magnitude of earthquakes with appropriate precision. Soviet research was conducted by 1949
