社会体制改革既是与政治体制改革和经济体制改革并行的大课题,又是政治、经济体制改革进一步深化和拓展的先决条件。因此,适时和恰当地选择社会体制改革的切入点,并使其尽快接近其宏观上的战略目标,这对于改革的整体推进具有重要意义。从这个意义上分析,社会体制改革的理论研究与实践运用,恰恰是改革整体推进的瓶颈课题。
The reform of the social system is both a major issue in parallel with the reform of the political system and the reform of the economic system and the prerequisite for further deepening and expanding the reform of the political and economic systems. Therefore, it is of great significance for the overall progress of the reform to select the entry point of social system reform in a timely and appropriate manner and bring it close to its macroscopic strategic goals as soon as possible. In this sense, the theoretical study and practical application of social system reform precisely represent the bottleneck issue of the reform as a whole.
