淮安市是个农业大市,为建立和完善农业保险保障制度,有效解决农民因灾致贫、因灾返贫问题,于2004年11月进行试点农业保险。2004年全市试点的保险种植面积20.6万亩,6个县区10个乡镇有72650户、27万农民参加,投保面达到83%,农民交纳保费58.6万元,市县财政补贴58.6万元。当年参加保险的农户由于三麦冻害,受灾面积达2300亩,应得到赔付23万元,平均每亩100元,目前已按规定核实公示
