黄河下游防洪是一項长期而艰巨的任务。为了确保黄河永不决口,保卫我国社会主义革命和社会主义建設,我认为在現有工作的基础上,认真做好技术管理工作,开展科学研究,大抓第一性資料,以切实地提高管理工作水平,是非常必要的。本着这样的认識,我打算就以下几方面,提出一些个人的看法:
