关注城乡收入差距的意义是我们党和国家的根本要求;关注城乡收入差距事关今后几年国民经济能否继续保持稳定增长。城乡之间的差距原因首先与城乡产业特性有关;非均衡发展战略的惯性推动促使城乡差距继续扩大;不同的体制仍是城乡差距扩大的重要因素;城乡隔离是城乡差距扩大的根本原因。改善解决措施有:发展农业生产,发展农村非农产业;结合农村非农产业的发展,发展农村小城镇(包括工业小区)建设,促进农民收入水平的提高;积极引导农村劳动力有序流动和转移,提高农村居民收入水平,改善城乡居民收入差距;法律与法规是保障。
