培育和完善社会主义市场经济运行机制,试办“无主管部门企业”,是一项有益的探索。试点企业能够试办成功,对推进政府职能转变,深化国有企业的改革,都有着重大的意义。本文拟就试办“无主管部门企业”的具体运作,谈谈个人几点粗浅认识。 试办“无主管部门企业”具有积极作用 首先,试办“无主管部门企业”为建立社会主义市场经济创造条件。党的十四大明确提出建立社会主义市场经济体制,进一步加快建设有中国特色的社会主义步伐。国有大中型企业,必须尽快地转换经营机制,适应市场经济的需要。但由于我们许多大中型国有企业,基本上都是在原有的高度集中统一的计划经济条件下建立起来的,而且沿袭了多年,企业对政府及主管部门依赖性极强,成为政府部门的“附

State-owned large and medium-sized enterprises must convert their operating mechanisms as soon as possible to meet the needs of the market economy. However, because many of our large and medium-sized state-owned enterprises are basically established under the conditions of the original highly centralized and unified planned economy, and have followed for many years, businesses have become very dependent on the government and the competent authorities and become government departments.
