为了促进下岗失业人员再就业工作，最近经国务院批准，财政部、国家税务总局制定了相关税收优惠政策。用税收优惠政策扶持鼓励下岗、失业人员创办企业，鼓励扶持大中型企业主辅分离，辅业改制安排本企业富余人员，促进经济结构调整与劳动力就业结构调整协调推进。促进社会稳定和经济发展。就这次新政策的有关规定，本刊记者和通讯员采访了河南省国税局副局长黄仕明。
