The development of Canada's modern submarine force dates back to the end of World War II. Due to the beginning of the Cold War, the Canadian Navy, in order to meet the NATO requirements, vigorously developed its anti-submarine warfare capabilities and rapidly expanded its scale. At the 56th meeting of the Admiralty of Canada on April 2, 1958, the Canadian Navy proposed that submarines should be equipped to enhance the combat capability of anti-submarine forces. The formation of the Canadian Navy's submarine force was somewhat unexpected, but it was determined by the Cold War in the 1950s. However, since the first batch of conventional submarines were purchased in the early part of the Cold War, the Canadian Navy's submarine force did not undergo any upgrading within the next 30 years.
