胜利油田孤东采油厂针对原油生产用能负荷越来越高,油田产能建设与用能控制矛盾突出,计划用能指标紧张,节能指标完成难度加大的状况,通过采取完善节能质量管理网络,强化用能管理体系建设,规范节能监督管理;加强用能计量工作,健全能耗水平评价体系和能源计量检测体系;加强用能监督,强化各用能单位责任的落实;加大措施挖潜,精细管理、加强油量月度限额控制、压减车辆、强化监督等多种措施,有效遏制用能增长过快的势头,连续八个月实现了用电负增长,用能总量得到有效控制,取得了显著的经济和社会效益。
