城市人防工程规划作为建设城市人防工程、开发城市地下空间的重要部署,是一个复杂的系统工程,其后评价指标体系的构建需遵循科学性、可行性、独立性和系统性原则,该体系包括城市社会经济发展子系统、城市人防工程建设环境子系统和人防工程规划指标子系统。模糊综合评价法用于城市人防工程规划后评价具有相对优势,可通过确定指标集、评价集、指标权重向量,进行评价计算等步骤,增强城市人防工程规划后评价的可操作性。
As an important deployment of urban civil air defense projects and development of urban underground space, urban air defense project planning is a complex system project. The construction of evaluation index system must follow the principles of scientificity, feasibility, independence, and systematicness. The system includes Urban socio-economic development subsystem, urban civil defense engineering construction environment subsystem and civil air defense engineering planning index subsystem. Fuzzy comprehensive evaluation method has a comparative advantage in urban air defense project planning post-evaluation. It can enhance the operability of post-city civil air defense project planning evaluation by determining indicators set, evaluation set, index weight vector, and evaluation calculation.
