随着部队工程建设的增多,资金安全问题也变得越来越重要。如何确保军队资金安全、完整、高效运作,防止资金被丢失、贪污、滥用、非法挪用和盗窃是摆在我们面前的一个急需认真面对和解决的问题。总后勤部颁布的《关于进一步加强军队资金安全管理的通知》和总政发出的《关于加强财务部门内部监督管理确保资金安全的通知》都对如何加强军队资金安全管理提出了规定和具体要求。本文以部队工程建设项目为例,探讨资金安全管理的策略。
With the increase of military engineering construction, the issue of fund security has become more and more important. How to ensure that the army’s funds are safe, complete and efficient, preventing funds from being lost, corruption, abuse, illegal appropriation and theft are issues that we must face and address urgently. The Circular on Further Strengthening the Security Management of the Funds for the Armed Forces issued by the General Logistics Department and the Notice on Strengthening the Internal Supervision and Management of the Financial Departments to Ensure Funds Security issued by the General Political Department all set forth the requirements and specific requirements on how to strengthen the management of the security of military funds. This article takes the military engineering construction project as an example to discuss the strategy of fund safety management.
