20世纪60年代下半叶,俄罗斯首次出现了蛙人部队:1967年在苏联黑海舰队组建了与水下破坏兵力和兵器进行作战的战斗队伍。组建原因是因为国外在积极组建能够在水下实施侦察破坏行动的蛙人正规部队。人们记忆犹新的是“新罗西斯克”号导弹巡洋舰1955年10月29日在塞瓦斯托波尔湾的沉没事件。虽然实施破坏行动的概率看上去比较低,但是士兵无法避免与水下破坏者进行斗争的危险,因为他们没有能够在水下远距离杀伤敌军的武器装备。
In the second half of the 1960s, Russia first saw the frogman force: in 1967, the Black Sea Fleet in the Soviet Union formed a combat team to combat underwater destruction and weapons. The reason for its formation is that foreign countries are actively forming regular frogman forces capable of carrying out reconnaissance and sabotage activities underwater. What people remember is the sinking of the “Novorossiysk” missile cruiser in the Gulf of Sevastopol on 29 October 1955. Although the probability of carrying out sabotage appears low, soldiers are not in danger of fighting the underwater saboteurs because they have no weapons and equipment capable of long-range destruction of the enemy underwater.
