2005年,《简氏防务周刊》在对俄罗斯武装力量建设的报道中率先使用了“军事复兴”一词。两年来,俄军结束了持续13年之久的下滑和过渡,开始走出低谷。如果说“军事复兴”是一个内涵丰富的定义,三言两语难以说清的话。那么武器研制与采购便是国防建设中最外在、最显性的因素。今年年4月15日,俄罗斯17年来建成的第一艘战略核潜艇在北德文斯克下水。一周后,俄空军总司令米哈伊洛夫宣布,俄第五代战斗机研发资金已拨付到位,由苏霍伊集团全权负责。与此同时,俄空军开始升级米格-31截击机,乌拉尔车辆厂为俄陆军研制的下一代主战坦克——T-95已经进入国家测试阶段。
In 2005, Jane’s Defense Weekly took the lead in using the term “military renaissance” in coverage of the construction of the Russian Armed Forces. In the past two years, the Russian military ended its 13-year slide and transition and started to bottom out. If we say that the “military revival” is a connotative definition, it is hard to say a few words. Then weapons development and procurement will be the most outward and most dominant factor in national defense construction. On April 15 this year, the first strategic nuclear submarine built in Russia in 17 years was launched in North Devinsk. A week later Mikhailov, Commander-in-Chief of the Russian Air Force, announced that funds for research and development of the fifth-generation Russian fighters had been allocated and that the Sukhoi Group was solely responsible. At the same time, Russia and the Air Force began to upgrade the MiG -31 interceptor, the Ural vehicle plant for the Russian Army developed the next generation of main battle tanks - T-95 has entered the national test phase.
