当前国民经济中存在的问题,主要是社会总需求超过社会总供给,财政出现赤字,资金使用过于分散,宏观调控能力削弱,这是连续几年国民收入超分配积累下的恶果。要使国民经济状况根本好转,必须依靠全民所有制大中型骨干企业发展生产,提高经济效益。但今年上半年,全国一些大中型企业生产经营面临许多难处,出现生产下滑,经济效益大幅度下降,上交利税减少的现象,这对完成国民经济计划带来了不利影响。为此,本刊编辑部和青岛市企业管理协会邀请肯岛部分大中型企业厂长,就如何让全民大中型企业摆脱难处,把生产搞活,进一步提高生产效益进行了座谈。下面是他们的发言:
The current problems in the national economy are mainly the total social demand exceeds the total social supply, the fiscal deficit, the use of funds is too decentralized, and the ability of macroeconomic regulation and control is weakened. This is the result of the cumulative accumulation of excessive national income for several consecutive years. To make the national economic situation fundamentally better, we must rely on all people-owned large and medium-sized backbone enterprises to develop production and improve economic efficiency. However, in the first half of this year, the production and operation of some large and medium-sized enterprises in the country faced many difficulties, which led to a decline in production, a significant decline in economic efficiency, and a decrease in the payment of profits and taxes. This has adversely affected the completion of the national economic plan. To this end, the editorial department of the journal and the Qingdao Enterprise Management Association invited some large and medium-sized enterprise managers in Kendao to hold talks on how to make the large and medium-sized enterprises of the whole country get rid of difficulties, invigorate production, and further improve production efficiency.
