2013《社会蓝皮书》指出,近年来,每年因各种社会矛盾而发生的群体性事件多达数万起甚至十余万起。群体性事件作为公民参与的一种特殊形式正在给政治环境带来重要的变革。本文在分析我国群体性事件发生现状以及政府应对情况的基础上,探索频发的群体性事件使政治环境发生了怎样的变化,以及政治环境的改变对行政组织的变革提出了怎样的要求。
In 2013, the Social Blue Book pointed out that in recent years, there have been tens of thousands or even more than 100,000 mass incidents of various social conflicts each year. Mass incidents, as a special form of civic engagement, are bringing important changes to the political environment. Based on the analysis of the current situation of the mass incidents in our country and the response of the government, this paper explores the changes that have taken place in the political environment due to frequent mass incidents and what are the requirements for changes in the administrative organization brought about by changes in the political environment.
