内粮发[2014]59号8月26日各盟市粮食局:《内蒙古自治区规范性文件制定和备案监督办法》(2013年政府令第191号)第二十四条规定:“规范性文件实行有效期制度,有效期不得超过5年。名称冠以‘暂行’、‘试行’的有效期为2年。”2012年1月印发的《内蒙古自治区粮食行政管理部门行政处罚自由裁量权基准制度(试行)》已超过有效期。
