笔者在川西高原一个较大的公路总段工作;这个总段有离退休和在职职工五千余人,下设九段一队,平均海拔在4000米以上,管养着2000多公里国省道干线公路。然而,近年来这个总段,人才流失现象十分严重,出现了年年吸收年年走,技术人员严重缺口的局面。调查发现,人才流失的主要原因有: 条件艰苦,留不住那颗躁动的心小钟出生在四川省府所在地成都,高中毕业后到高原某养路段工作;由于他积极肯干且文化程度较高,不久就被推荐到省交通学校大专班学习道桥专业。
