地震和洪水等自然灾害,由于具有突发性,往往给人们的生命财产造成十分严重的损失。本世纪以来,全世界因自然灾害死亡的人数约448万,其中58%是地震造成的。自然灾害除了直接造成巨大的人员伤亡和财产损失之外,还往往发生传染病大流行以及饥饿等次生灾害。如1556年陕西华县大地震,当时死亡10万人,而第2年瘟疫却死亡70余万人。
Natural disasters such as earthquakes and floods, due to their sudden nature, often cause very serious losses to people’s lives and property. Since the beginning of this century, about 4.48 million people have died as a result of natural disasters in the world, 58% of them were caused by earthquakes. Natural disasters not only directly cause huge casualties and property losses, but also often lead to secondary epidemics such as pandemics and hunger. For example, in 1556, the Huaxian County Earthquake in Shaanxi Province killed 100,000 people at the time, while the second plague killed over 700,000 people.
